Greenlee County was formed from Graham County in 1909 as Arizona's 14th county. It was named for Mason Greenlee, an early Clifton settler. Graham County felt they would lose revenue from Clifton if a new county was formed, so they opposed the division. The first county seat was Clifton. It has remained the seat since that time.

The Clifton Cliff Jail was built out of the side of a mountain in 1878. The convicted were previous punished with work in the mines, but many escaped. The Lesinsky brothers, who built the first copper smelter here, felt something more needed to be done. The work was hired out and the jail carved and blasted out of the cliff. Massive bars were used to dissuade anyone from trying to escape. No one ever did escape from the cliff jail.
