History & History Related Items Arriba history: Arriba means above in Spanish. It was founded, like many early western towns, when the railroad came into the area in 1888. In this case it was the Chicago, Rock Island & Pacific Railroad, when it built a line down to Colorado Springs. Charles Creel platted the site in 1888. The town was incorporated in 1918.
