readme for forms/ContEditInfo/EditHistorySections

EditHistorySections was the folder originaly used for editing sections of citypages.
It is still functional but for the history pages it will not be used.  Separate forms will be used instead of having one form.  New folders
will be used for each history page section.  So these new folders will be used for the history pages from now on(1/9/2021)
