To help the homeowners have more say-so in their community, the residents decided to incorporate. Because of upcoming changes in laws concerning incorporation taking effect on 1 January 1960, the little group of 167 people quickly made their request for incorporation in 1959. While presenting the paperwork, the association's lawyer called the homeowner's association president, Anton Borse, to ask for a name for the fledgling community. From a window in his home, he could see the willow trees along the creek and formed the name Willowbrook on the spot. It became an official village on 18 January 1960 - one of the state's smallest villages at that time.
