On 15 January 1822, Owenton was made the county seat for Owen County. The county boundaries had been changed leaving the old seat, Hesler, away from the center of the county. Therefore, the county seat was moved to land owned by Andrew Parker, James Hess and William Forsee, where the new seat, Owenton, was developed. The first was held in Owenton occurred on 11 February 1822.
