Once known as Black River, this area was traversed by two Indian tribes, their trails intersecting at "Black River." Chester had been incorporated as a township in 1799. A hundred years later, the township has thrived. Five roads came together in the center of town, the same as the two old Indian trails had converged. The wonderful small town atmosphere has flourished in Chester as the town celebrates its 200th anniversary in 1999.

The form of government in Chester changed in 1958 from a township form to a Faulkner Act form, Small Municipality, Plan C. Four Councilmen and a Mayor are all elected at large for three year terms. It is a "strong mayor" type with the mayor taking major administrative duties.
