Capitan average annual rainfall is 15.7 inches per year History & History Related Items Capitan history: Capitan was founded in the late 1800's and finally incorporated on 1 February 1937. Capitan was first known as Gray after Seaborn T. Gray who homesteaded here in 1884. It was changed to Capitan in 1900. The El Paso and Northeastern Railroad came through here to assist the mines, but once the mines closed down in the early 1900's, the lines were abandoned.
