Dover was formerly known as Canal Dover when The Erie Canal used to run by the city. This was the name given to Dover in the mid 1800's to avoid confusion with other Dovers in Ohio. It was known as Canal Dover until 8 December 1915 when the Canal was dropped from the name.

It was incorporated as a village in 1842, but the charter expired and was not renewed until 1867 when it was once more incorporated. It was incorporated as a city on 6 December 1901. .
