The first settlement in Liverpool Township occurred in 1795. Thomas Fawcett bought much land along the Ohio River, laying out plans and naming it St. Clair, after the Governor at the time. Later, the residents re-named it Fawcettstown which name is retained until 1816 when it was changed to Liverpool. In 1834 it was again re-named East Liverpool. This happened when the town was incorporated on 4 January of that year to avoid confusion with another Liverpool in Ohio. The area prospered and became well-known for its ceramics, gaining its nickname of "America's Crockery City." Though the industry has declined, the area still maintains connections to its past in the ceramics industry.
East Liverpool was the location for the capture and killing in 1934 of the 1930's Gangster, Pretty Boy Floyd.
