"In the summer of 1778, Stroudsburg became a haven for survivors of the Wyoming Massacre. Two years earlier, Colonel Jacob Stroud had bought some land tracts and built a stockade here. The stockade, known as Fort Penn, provided protection for the former Wyoming settlers, a gesture that enhanced the fatherly status of Colonel Stroud"
