Todd County does not have a county seat. Administrative tasks are performed by Winner in Tripp County to the east.

Todd County is located in south-central South Dakota adjacent to the Nebraska border. It is contained completely within the Rosebud Indian Reservation. There are five counties in the state that are completely within an Indian reservation.

The county was named for John Blair Smith Todd who was one of the delegates from the Dakota Territory to the US House of Representatives. He was also a general in the Union Army in the Civil War. The county was founded in 1909, but remained unorganized until 1981. In 1983, it began home rule charter government. Even today, neighboring Tripp County performs the tasks of Auditor, Treasurer and Registrar of Deeds.

The main sector of the county economy remains cattle ranching and farming. The second largest employer is the Tribe. Education also remains an important part of the local economy with schools and colleges employing many people in the area.
