History & History Related Items Devine history: When the International-Great Northern Railroad made an extension from San Antonio to Laredo in 1881, the town of Devine was established. It was named for Judge Thomas Jefferson Devine who was an attorney for the railroad. Devine was incorporated in 1904, though it did not expand much until good irrigation occurred in 1915.
