Williamsport was founded by General Otho Holland Williams who was a friend of George Washington. For a brief time, Williamsport was considered as a possible site for the new national capital. Washington was said to have visited in 1790 to see how viable the town would be as the capital. Due to its location away from the Potomac River and it's at the time unnavigable rapids, the decision was made to settle the capital somewhere else.
