The county was named for Charles Carroll of Carrollton who was also a signer of the Declaration of Independence. It was created in 1837 from portions of Baltimore and Frederick Counties.
Francis Scott Key, of Star Spangled Banner fame, was born here on his family's plantation, Terra Rubra.
